I design dog clothing and i want to get custom labels made.

Any suggestions on good sites or somewhere that can make them for me.
I also want to know where I can find cute display handers for dogs. And cute retail tags and any other displays.

I get my labels, logo elastics and tapes and specialty hang tags from Laven Industries in Markham Canada. They are close to home for me so I can meet with them to work out design details. They run a good web site and a good web-based business, so they might be able to help you.

I am looking for a good company that can print custom clothing labels in the Chicagoland area

If you want labels for clothing, you are going to want to contact an embroidery shop. Search the yellow pages, either online or in print, for a shop near you. Be sure to check out their work in advance before you sign anything. Most shops are pretty modern and you can usually view what your finished product will look like on the computer. Have a rubbish printer at the moment ($60 job). Want to be able to print convincing cd labels. Need to look good. What do I need hardware/software wise?

After recommendations on printers, CD application kits etc. Just want to be able to produce a CD label indistinguishable from the real thing (don’t worry its all harmless, just my music collection!)

Can I achieve this for under £100 ($196)?

Not without a thermal color printer that prints directly on the media.
(the B & W ones are most affordable)
